With video: Suspect identified in rash of criminal damage incidents

Evanston police say they've identified a suspect believed responsible for 32 criminal damage incidents starting 10 days ago.
Cmdr. Jay Parrott says the offender was identified through the use of video surveillance at a Chicago Transit Authority station in Evanston.
The video depicts the subject cutting an electrical wire in the stairway of a C.T.A. station after he just exited a train coming from downtown Evanston.
The offender, a 22-year-old Evanston resident, was familiar to Evanston officers through several recent contacts with police.
The subject’s name is not being released because no charges have been filed. The subject has been admitted to a psychiatric care facility for treatment of a chronic condition.
The police department does not anticipate charges in these incidents due to the subject being admitted for an extended treatment of his condition.
A total of 32 criminal damage incidents occurred between Oct. 19 and 22. Twelve incidents consisted of wires on buildings being cut, and 21 incidents involving vehicle tires being flattened.

He must have known what he was doing to do so over such a large area and time frame.
At a minimum civil charges should be filed to recover the costs of repair. Maybe insurance paid but why should even the insurance company have to cover this. If the person was so mentally ill, why was he still on the streets ? Whoever the guardians were should have know where he was at all times and reported anything odd in behavior. if no one else the guardians should pay.
Instead it sounds like 'do gooders' will get time 'treated !!' and then released again.
